MPS Engineering — final hosting fix 9401

1. Upload this ZIP into:
   /home/mpsengin/mpsenginering.com/www/
2. Extract directly into www and overwrite existing files.
3. Do NOT delete config/database.local.php, api, config, includes or uploads.
4. Delete the ZIP from the server after extraction.
5. Purge Cloudflare cache and open https://mpsenginering.com/index.html?fix=9401

This patch fixes:
- index.php no longer loads a missing session.php;
- index.html is the primary home page;
- CSS has new filenames to bypass the broken cache;
- root .htaccess sets correct MIME types and DirectoryIndex;
- logo/assets and responsive files are included.
